| 摘 要： | 本文通过对林纸一体化工程建设的必要性、科学规划、投资机制、措施保障、效益分析等方面的深入分析，认为实施林纸一体化工程是适应生态经济发展需求，解决造纸工业治污问题，促进农民增收、企业获利的有效途径。该工程建设的生态、经济、社会效益十分显著。

| Abstract: | In this paper the need for the forestry-paper integration project, its scientific planning, investment mechanism, safeguard measures and benefit analysis etc were analyzed in depth. It was held that the implementation of the forestry-paper integration project is the effective way to adapt to the needs for eco-economic development, control paper industry pollution, increase farmers＇ income and make profits for business. The ecological, economic and social benefits of the project construction are significant. |
