山东半岛蓝色经济区海岛休闲渔业开发评价

目的]对山东半岛蓝色经济区海岛休闲渔业的开发状况进行评价,并提出进一步的开发策略,为海岛休闲渔业健康发展提供参考.方法]运用综合归纳法构建海岛休闲渔业开发的评价模型树,采用层次分析法对山东半岛蓝色经济区海岛集中的青岛、烟台、威海和日照4个有代表性地区的休闲渔业开发状况进行评价.结果]山东半岛蓝色经济区4个有代表性地区海岛休闲渔业开发评价的综合得分高低次序为：青岛＞烟台＞威海＞日照,表明在山东半岛海岛休闲渔业开发最好的是青岛,之后依次是烟台、威海和日照;就海岛休闲渔业开发综合得分的级别而言,青岛和烟台得分在30～40,属于Ⅱ级,威海和日照的得分在20～30分,属于Ⅲ级;海岛休闲渔业开发综合得分较高的青岛和烟台也仅30多分,说明山东半岛蓝色经济区海岛休闲渔业的整体发展水平仍然偏低;就开发条件而言,即使分数最低的日照也达到22.5078分,但就开发水平而言,仅烟台和青岛在7.5000分以上,表明这4个地区满足休闲渔业的开发条件,但其开发水平有待提高.建议]应积极修复海洋渔业资源、构建现代综合交通网络、制定合理的发展规划、健全相关的法律和法规、拓展休闲渔业资金来源、开发和设计有特色的休闲渔业产品,以促进山东半岛蓝色经济区海岛休闲渔业的健康发展.

Assessment on island recreational fishery development of Shandong Peninsula Blue Economic Zone

Objective]This research evaluated the development situation of the island recreational fishery in Shandong Peninsula Blue Economic Zone in order to put forward countermeasures for further development to provide references for the sound growth of island recreational fishery.Method]The development evaluation model tree of island recreational fishery was constructed using comprehensive induction and the development status of four typical areas （Qingdao,Yantai,Weihai and Rizhao） were evaluated using the Analytic Hierarchy Process （AHP）.Result]The order of comprehensive score of island recreational fishery development evaluation of four representative regions in Shandong Peninsula Blue Economic Zone was Qingdao＞Yantai＞Weihai＞Rizhao.This indicated that the best performance of island recreational fishery development in Shandong Peninsula was Qingdao,followed by Yantai,Weihai and Rizhao.At the rank of comprehensive score in island recreational fishery development,the scores of Qingdao and Yantai were in 30-40 belonging to grade Ⅱ.The scores of Weihai and Rizhao were in 20-30 belonging to grade Ⅲ.This meant that the island recreational fishery development level was still low in Shandong Peninsula Blue Economic Zone as a whole,as even Qingdao and Yantai,the best of the group,only got over 30 points.Regarding developmental conditions,even Rizhao,the last one in the scoreboard,got 22.5078 points.Concerning development status,only Qingdao and Yantai were scored over 7.5000 points meaning that the four areas satisfied the basic needs,but should be further improved.Suggestion] The island recreational fishery development strategies for Shandong Peninsula Blue Economic Zone were repairing recreational fisheries resources actively,building modern comprehensive transportation network,making reasonable strategic development plan for recreational fisheries,improving the recreational fishery laws and regulations,expanding capital sources for recreational fishery,and developing and designing distinctive recreational fishery products.
