区域土地利用理性规划运行机制分析

回顾了国内外土地利用规划发展历程,并对国内外不同发展时期土地利用规划进行了评述,在此基础上对我国未来土地利用规划发展进行了展望。通过对土地利用规划的本质、运行机理的剖析,揭示土地利用规划有效作用的生成过程与条件,认为规划作为政府克服市场失灵、维护公共利益采取的宏观调控手段,是环境、效益和公平3者的统一。在新的环境中,土地利用规划的模式设计要重视国家干预和市场机制的适度结合,重视公众参与和政治参与的有机协调,并从运行及技术上提出了完善规划模式的设想。

Analysis on the Rational Planning Operation Mechanism in Regional Land Use

In this thesis,the process of land use planning development at home and abroad was reviewed and the land use planning at different development stages was commented,based on which,the future development of land use planning was speculated.Through the analysis of the essence of land use planning and operation rules,the condition and process of efficient function of land use planning were discovered,admitting that,as the macro adjustment means for the government to maintain public interest,prevent market losing control,the planning was the unification of environment,efficiency and fairness.In the new environment,the mode designing of land use planning should be paid great attention to with the appropriate unification of government interference and market system,attention to the coordination of public and political participation should be paid and the imagination of improving the mode of planning was operationally and theoretically brought forward.
