我国农村合作金融的异化及金融组织创新

在阐述农村合作金融内涵及现状的基础上,从经营理念和目的上、组织形式和管理方式上、服务对象和业务范围上3个方面介绍了农村合作金融——农村信用社的异化的表现,剖析了异化的原因：一是合作金融的经济基础发生改变是异化的根本原因;二是政府主导的强制性制度变迁是异化的重要原因;三是农信社产权及治理结构问题是支农功能异化的内部原因。要进行农村金融组织创新,需要做到以下几点：一是培育农村合作金融基础;二是进一步推进农村信用社改革,包括创新多种产权模式、明确产权关系与完善内部法人治理结构;三是在农村合作金融领域引入竞争;四是政府和农村合作金融功能的归位。

The Cooperative Finance Alienation in Rural Areas in China and the Innovation of Financial Organization

On the basis of the connoted meanings and the present situations of rural cooperative finance,the paper introduces the rural cooperative finance in terms of management conception and aims,organization forms and management methods,service objects and business arrange these 3 aspects,and the embodiments of financial cooperatives.The paper analyzes the causes of alienation,the first is that the changes in economic basis of cooperative finance is the basic reason in alienation;the second is that the forcible policy change guided by government is the important reason of alienation;the third is that the problems of cooperatives properties and organization structure are the inner reasons of alienation of branches.In order to conduct rural financial organization innovation,the following points are required: firstly,foster the financial basis of rural cooperatives;secondly,accelerate the reforms of rural cooperatives,including innovation of multiple properties modes,clarifying property relations and perfecting the inner organization structures;thirdly,introducing competition to rural financial areas;fourthly,the functions orientation of government and rural financial cooperatives.
