对水土保持监督管理工作有关问题的思考

要进一步加大宣传力度和执法力度 ,克服畏难情绪 ,制裁逃避法律责任者 ;水土保持监督管理机构应纳入政府序列 ,不应是事业单位 ,更不能是自收自支单位 ;对开发建设项目水土保持方案要实行分级管理 ,严把审批关 ,加强对方案实施的监督 ,并建立和落实水保设施验收制度 ;水土保持监督管理规范化建设不仅要在形式上达标 ,而且要在执法能力、执法程序等软件建设上达标

Considerations on the Related Issues of Monitoring and Supervising Soil and Water Conservation

It should increase the impact of publicity and law enforcement, surmount fear of difficulty, isolate the persons who disturb law enforcement and punish the persons who shirk legal responsibility. The monitoring and supervision organizations of soil and water conservation should be taken as government departments, not institutions, still less be units of responsible for their own revenue and expenditure. The soil and water conservation plans of development and construction projects should be managed level by level and strictly be examined and approved. It also should strengthen the monitoring on plan implementation and establish and ascertain the check and accept system of soil and water conservation facilities. The standardization building of soil and water conservation monitoring and supervision should be reached to standards not only in the form, but also on the aspects of software building of the capability of law enforcement and the procedure of law enforcement.
