| 摘 要： | 渭河支流清水河淤塞后附近居民及工业排水对下游村民居住及耕地安全产生威胁,30年来每年损失200万元左右。清水河流域边缘村落耕地被淹的自然原因有上游排污、雨水积聚以及下游居民将干涸渠系变为耕地后河道不通畅等;社会因素有政区交叉的边缘村落居民自我保护意识薄弱、上游居民缺乏人水和谐的生态利益自觉而以邻为壑和政区交叉协商困难。提出了治理流域水排放的具体方法,以确保清水河流域水利事业健康发展。

| Abstract: | The waster water of nearby residents and industries of Qingshuihe threads the safety of lower residents and farmlands,which causes the loss of 2 million RMB each year over the past 30 years.The reasons why farmland of fringe village was inundated were some natural factors,such as pollution discharge of the upper,rainwater accumulation and riverway block,besides were some social factors,such as weakness of self-protection awareness of fringe village residents,weakness of harmonious consciousness of the upper residents,etc.Some methods for treating the water discharge of valley were proposed to promote the healthy development of water conservancy. |
