| 摘 要： | 为对天保工程绩效评价提供科学依据,运用平衡计分与层次分析法,依托青海省39个实施单位2017年天保工程建设现地调查数据,从工程管理、森林管护、配套设施与资金管理4个方面构建天保工程绩效考核指标体系,为天保工程绩效评价指标体系、评估标准以及评估方法提供参考,并结合青海省2017、2018年天保工程绩效评价结果,对指标体系进行修改完善,为后期天保工程管理、评价提供依据。

| Abstract: | In order to provide a scientific basis for performance evaluation on Natural Forest Resources Protection Project (NFRPP),the method of the balanced scorecard and analytic hierarchy process were adopted depending on 39 units data.Indicators of NFRPP regarding project management,forest management,supporting facilities and fund management was structured as performance evaluation index system.The data of 2017 and 2018 in Qinghai Province were applied for evaluation and results were analyzed as a reference for follow-up management. |
