| Abstract: | The theoretical basics of organically integrating the two ways of administering a country by law and morality are the differences and connections of legal and moral ideas.The key to carrying out administering a country by law and morality lies in three sides as follows.1 Construction of system is the basics,and the right must be restricted.2 Legislation should be strengthened and carried out strictly.3 ldeological and ethical education of the citizen should be intensified to improve their qualities. |
