| 摘 要： | 就现阶段科研管理工作的要求,提出农业科研管理部门应全面提高管理者素质,对科研管理工作各个环节实行能动管理,包括上项前的能动策划与组织,项目实施中的能动管理,项目实施后科研档案的能动管理.能动管理能体现管理者的导向性及策划性,强化科技人员的创新意识,提高科研效率.
