| 摘 要： | 指出了国有森林资源管理存在的资产化管理程度不高、所有者主体缺位、产权虚置、各级林业行政主管部门之间责任不清等问题;提出了全面确立国有森林资源的所有者主体,明确其权责,建立产权清晰、权责明确、政企分开、管理科学的国有森林资源体系的改革思路;探讨了与国有森林资源管理体改革相关的三个问题。

| Abstract: | This paper points out that the property management of state-owned forest resources is still at a low level,the main body of ownership is incomplete,the property right is not fully carried through and the responsibilities among forestry administration departments at different levels is not clear.The main body of ownership of the state-owned forest resources must be established and its right and responsibility defined and a scientific management system of state-owned forest resources must be established. |
