关于甘肃省粮食流通体制改革的调查研究

通过典型调查，从宏观层面和微观层面深入地分析了全省粮食流通体制改革的现状和进展情况．指出现行粮食流通体制本质上仍然没有摆脱“大锅饭”的模式，长期积累的一些深层次矛盾和新形势下粮食购、销、调、存各环节中出现的新问题，到了非改不可的时候了。并提出粮改必须以科技为支撑、加强仓储设施建设、切实按保护价收购农民手中的余粮等措施。

Investigation on the reform of cereals circulation system in Gansu province

Through the typical investigation and the deep analysis of the status and thesituation of the development of the reform of the system of cereals circulation across the wholeprovince from macro and micro angles, it is realized that the system of cereals circulation which isbeing carried out essentially does not break away from the model of tradition. It is time thatsome contradictions which have been accumulated for a long time and some new problems whichresult in the purchase, sale, allocation and storage of cereals under present circumstance need to.be solved. It is suggested that the reform of circulation must regard science and technology asmainstay, strengthen the construction of the storing equipment, be sure to purchase the surpluscereals from the peasants according to protection price.
