三农的独立性与解决三农问题的战略转变

三农问题是我国现代化建设中的一个瓶颈问题，三农问题长期得不到有效解决的根本原因在于，不论是理论还是实践，我们都始终把农民、农业和农村三个问题放在一起思考和寻求解决办法，从而导致三农问题的恶性循环。事实上，农民、农业和农村三个问题存在根本的独立性，要彻底解决三农问题，必须从根本上改变在三农中解决三农问题的传统思路，而实施农民、农业和农村三个问题分别解决的战略。

The problem of"agriculture,farmers and countryside"is a choke point of Chinese modernization-building.The fundamental reason that the problem isn't solved in effect is that we set these three problems in harness all the while in theory and practice.In fact,these three problems are independence in nature.If we want to solve these problems at all,we must change old ways that we solved these problems inside "agriculture;farmers and countryside",and adopt new stratagem that we will solve these problems separately.
