城市化发展与耕地保护研究——以西安市为例

以陕西省西安市为例,从城市化的内涵出发,利用城市化水平的人口测量指标,研究了城市化加快与耕地资源减少的矛盾的对立统一关系。分析了1993~2002年间西安市城市化水平和耕地资源的变动情况,以及西安市城市化水平与耕地资源相关性。根据以上的分析结果总结出引起西安市耕地资源减少的各种原因,指出在城市化进程中只有不断提高城市土地的集约利用程度,挖掘土地利用潜力,做好土地利用规划等各项措施才能够协调城市化加快与耕地资源减少的矛盾,切实保护耕地。

Research on the Urbanization Development and Cultivated Land Protection in Xi'an City

The population index of urbanization were used to study the relation between the urbanizationand cultivated land resources in Xi'an.The urbanization leveland cultivated land resources change situationofXi'an from 1993 to 2002,as well as the relevant between them were analyzed.According to the results,reasons which caused the Xi'an cultivated land resources reducing were summarized,it was pointedout that enhancing the intensive degree of the city land utilization in the urbanizationadvancement,excavating the land utilization potential,completingthe utilization plan of city land and so on,could be able to coordinate the contradiction between the urbanization speed up andthe cultivated land resources reducing and practically protect the cultivated land.
