如何利用现有的常规方法在粉细沙河床上修建永久防洪护堤工程，因其工程造价过高致使社会难以承担；为此，提出采用斜向灌浆护坡新技术修建永久性防洪护堤。由于灌浆护坡具有抗冲强度中等、抗冲耐久性较好、施工快捷方便、造价低廉等优点，在粉细沙河床的河道治理工程中将具有广阔的应用前景。
