| 摘 要： | 从加强国家对农村集体建设用地管理与调控的角度出发,对农村集体建设用地流转相关概念进行了界定,就乡镇企业用地和农村宅基地流转制度分别进行了系统构建,以期为规范农村集体建设用地使用权流转市场秩序提供制度保障.

| Abstract: | From the viewpoint of strengthening the government’s management and control of rural collective-owned construction land transfer,the concerned definitions were given and the institution and policy of township-owned enterprise’s construction land and rural housing land systematically put forward,in order to regulate and protect the healthy operation of rural land market. |
