宁夏科技扶贫指导员“百人团”工作模式研究

科技扶贫指导员"百人团"工作计划是宁夏新一轮扶贫开发战略的重要举措,也是宁夏民生计划科技支农工作的核心内容。该计划于2012年正式启动,经过3年多的实施,不但取得了显著的帮扶成效,而且探索形成了系列值得推广的帮扶模式。为此,文章在阐述"百人团"计划实施的背景与意义基础上,总结了在帮扶过程中探索形成的五大帮扶模式,针对计划实施过程中存在的问题,提出加强"百人团"工作计划的组织领导、创新"百人团"计划的组织管理方式、加大科技扶贫资金的整合及支持力度和建立"百人团"计划实施的长效机制等建议。

Studies on Scientific and Technological Poverty-Alleviation Mode of"Hundreds of Instructors"in Ningxia

The scientific and technological poverty-alleviation program of"hundreds of instructors"is an important measure for a new round of poverty alleviation and development strategy, the core content of livelihood plan in Ningxia. The program, officially launched in 2012, after more than 3 years, not only made significant helping effectiveness, but also got a series formation of helping modes which are worth to be popularized. This paper described the program′s background and significance of implement, summarized poverty-alleviation modes and problems in the process for program implementation, and put forward the corresponding countermeasures and suggestions, including strengthening the management, innovating the organization mode of plan, increasing the integration of special funds and support, building the long-term mechanism for the implementation of the plan, etc..
