古村落保护与乡村治理 ——北京市房山区南窖乡水峪村调查

京郊传统古村落保护和发展是推进具有首都特点的乡村振兴和实现乡村治理现代化的重要内容。通过对第一批全国传统古村落房山区南窖乡水峪村的调查发现,当前水峪村在保护传统古村落和村庄治理中面临着村庄空心化和老龄化、传统古村落保护与乡村发展的冲突、乡村发展受到有关部门的掣肘、现行项目管理方式给乡村治理带来挑战等四个方面问题,应该从加强统筹、依法治村、自主保护和社会共治等四个方面推动传统古村落的保护与发展,实现在保护中振兴、在发展中善治。

Ancient Village Protection and Rural Governance--Investigation on Shuiyu Village, Nanjiao Township, Fangshan District, Beijing

To protect and develop the traditional ancient villages with the capital characteristics in the suburbs of Beijing, is an important part of promoting the revitalization of rural areas and the modernization of rural governance. Based on the investigation of Shuiyu Village in Nanjiao Township, Fangshan District, which was the first approval batch of traditional ancient villages in China, this paper analyzes the current status of protection and governance of traditional ancient villages in Beijing suburbs. During protecting traditional ancient villages and village governance in Shuiyu Village, it faces with the problems of empty and aging villages, conflicts between traditional ancient village protection and rural development, rural development being constrained by relevant departments, and current project management methods challenging the traditional rural governance. So it should be focused on the four aspects: coordination progress, governing the village according to law, making the farmer as the main power, and social co-governance. According to the above suggestions, it may promote the protection and development of traditional ancient villages, and achieve revitalization in protection and effective governance in development.
