新疆农业机械化发展的特征和困境与农机工业发展战略

新疆农业机械化在"十一·五"期间获得了长足发展,但仍存在结构不合理、发展不平衡等突出问题。新疆农业机械化发展对农机需求具有空间大、多样化、大型化、高性能、经济型等特征。从农机供给的品质、数量、价格等方面,探讨了新疆农机有效供给不足的困境,指出困境的原因是新疆农机工业组织结构不合理。提出实施进口替代战略和出口导向战略、重点打造乌鲁木齐和石河子农机产业基地、改善行业组织结构、推行"产学研"结合、创新农机补贴机制等加快新疆农机工业发展的战略思考。

Xinjiang Agricultural Mechanization Development Features and Dilemma and Agricultural Machinery Industry Development Strategy

Xinjiang agricultural mechanization has achieved great development in the "eleventh five-year plan" period,but still has outstanding problems of the unreasonable structure and not balanced development.Xinjiang agricultural mechanization development demand for agricultural machinery has characteristics of a large space,diversification,large-scale,high performance,economy,and based on this,this paper discussed the dilemma of the effective supply the plight of agricultural machinery from the supply of Xinjiang agricultural machinery of quality,quantity and price,and further analyzes the cause of the dilemma is that the Xinjiang agricultural machinery industry organization structure is not reasonable.This paper puts strategic thinking of speeding up the development of Xinjiang agricultural machinery industry of implementing the import substitution strategy and export orientation strategy,building agricultural machinery industry base of Urumqi and Shihezi,improving industry organization structure,implementing the "combination"union and innovating the mechanism of subsidies of agricultural machinery.
