集体林权制度改革中的农户林地流转意愿调查——以浙江丽水市180户农户为例

对浙江省丽水市的云和、龙泉、庆元3县18村进行抽样调查,结果表明样本农户的林地流转以转出为主;农户大多选择在农户内部进行林地流转的私下协议;林权交易市场并未得到流转农户的广泛认同;农户对土地的依赖呈弱化趋势等。通过分析,指出农户的主观意愿;流转对象类型少,信息沟通不畅;流转的期望供求价格差距大以及流转中介组织发展不完善是造成林地流转不畅的原因,提出通过加强政策宣传,完善制度,明确产权归属,推动流转形式多样化,发展林地市场,培育市场主体等方式,促进林地流转市场的健康发展。

Survey on the Peasants' Will of Forest Land Transfer in the Reform of Collective Forest Right System
