湖南省利用国外土地资源发展水稻产业对策研究——以隆平高科为例

阐述了隆平高科设立培训机构,逐步推动企业"走出去",利用国外土地资源发展水稻产业现状,分享了其在海外发展水稻产业主要案例。表明了其在发展水稻产业实践中遇到的困难和问题,包括土地贫瘠,开垦难度大,基础设施落后和农业生产投入大。介绍了湖南省农业企业"走出去"的途径及形式,提出了四条政策建议,主要是加强有农业资源利用潜力国家的基础设施建设投入、制定和完善金融保险支持政策、农业"走出去"信息服务平台建设、提高农业企业扎根海外抗风险能力。

Countermeasure Research on Utilization of Land Resources in Foreign Countries by Hunan Province to Develop Rice Industry-Take Yuan Longping Agricultural High Tech Limited by Share Ltd as an Example

This paper described the establishment of Yuan Longping Agricultural High Tech Limited by Share Ltd (LPGK) training institutions, the present situation of gradually promoted the enterprise “going out”, developed rice industry by the use of foreign land resources, and shared the main case of its overseas development of rice industry. It showed the dififculties and problems encountered in the development of rice industry, including the impoverished the land, the dififculty of reclamation, the backward of basic facilities and the large input of agricultural production.The ways and forms of “going out” of agricultural enterprises in Hunan province were introduced, and four policy suggestions were put forward, the main was strengthen the infrastructure investment in the country with the potential of agricultural resources utilization, developed and improved ifnancial and insurance support policies, agricultural "going out" information service platform construction, improved the anti-risk ability of agricultural enterprises to take root overseas.
