中国近海捕捞能力与能力利用度的量化及其应用

摘    要:系统计量了1994~2005年我国近海渔业的捕捞能力与能力利用度,并以此计算结果对我国近海渔业管理的绩效进行了定量分析。通过理论分析与实证应用,认为能力产量与能力利用度两个指标在我国近海渔业管理中具有参考作用。能力产量作为渔业管理的指标较实际产量更敏感,更具有指导意义;而能力利用度在地区间和不同年份间的比较中,可以作为捕捞效率的综合指标,有利于对渔业管理绩效进行量化评价。因此建议将捕捞能力与能力利用度作为我国近海渔业管理的两个指标,以使我国近海捕捞渔业的管理更具科学性。

Measuring and Applying of Fishing Capacity and Capacity Utilizationg for Chinese Inshore Fleets

Abstract:The fishing capacity and capacity utilization for Chinese inshore fleets were systematic measured from 1994 to 2005 year. Based the calculated results, it was quantitatively analyzed for the performance of the fishery management for Chinese inshore fleets. Discussed in theory and applied in practice, it is concluded that capacity output and capacity utilization can be as two indexes for the management of fishing fishcry. As an index, capacity output may be more sensitive than the statistical catch. So it has more directing meaning for controlling fishing capacity. Capacity utilization may be as an integrate index of the fishing efficiency when it was compared in different areas or different years. It is more helpful for analyzing the perfor- mance of fishery management. At last, this paper suggested: the capacity output and the capacity utilization should be as two indexes for the fishery management to promote Chinese fishery management more scientificly.
