| 摘 要： | 针对广西集体林权制度改革实施后，森林资源管理存在采伐制度不完善，公益林经营与补偿脱节，林农个体经营与林业产业化发展相矛盾，林权流转制度不健全，森林资源安全风险加大等问题，提出了严格采伐限额管理，完善公益林管理经营机制，构建新型林业合作组织关系，建立健全林权流转体系，加强森林资源保护体系建设等措施。

| Abstract: | A series of problems of forest resource management were caused after the implementing of collective forest rights system reforming in Guangxi province,including the imperfection of cutting system,disconnection between non-commercial forest management and compensation,contradiction between individual management and forest develop industrialization,imperfection of forest righst circulation system,incresement of forest re-source risk etc. Base on the above issues,several suggestions were put forward in this article,such as strictly controlling of the cutting limitation,perfection of the management mechanism of non-commercial forest,con-struction of the new forest cooperation partnership,building of robust forest rights circulation system,perfection of the protection system of forest resources. |
