农业科研单位人事档案管理问题与对策

创新农业科研单位人事档案管理是顺应我国档案管理改革的需要,符合农业科研单位科技发展的内在要求。该文针对目前农业科研单位人事档案管理中对人事档案管理重要性认识不够、人事档案管理专业人才少、档案管理制度建设不健全及档案管理信息化程度低等问题,提出农业科研单位人事档案管理部门必须创新管理观念、创新人才队伍建设、创新制度体系建设、创新档案信息化建设和建立人事档案管理工作长效机制等手段,对提高现代农业科研单位的人事档案管理效率和水平将起到较好的促进作用。

PROBLEMS AND COUNTERMEASURES OF PERSONNEL ARCHIVES MANAGEMENT IN AGRICULTURAL SCIENTIFIC RESEARCH UNITS

The innovation of personnel archives management in agricultural research institutions accords with the needs of archives management reform in China, and meets the requirements of scientific and technological development of agricultural research institutions. At present, there are some problems in the personnel management of agricultural research institutions, including the neglect of personnel archives management ,shortage of the professionaltalents, distempered of management system construction , and low level of informationization degree of archives management. This paper put forward some countermeasures including innovation of management idea, the construction of innovation talent team, system, and information, and establishing a long-term mechanism for the archives management, which would play a better role in promoting the efficiency and level of the personnel archives management.
