“十四五”时期国立农业科研机构国家科技计划管理探讨

摘    要:进入“十四五”,国家科技计划管理改革将持续深入推进。文章立足中国农业科学院国家科技计划项目管理现状,提出注重管理政策学习、强化农业问题研究、做好重大项目储备、积极推荐重大科技选题、做好项目申报服务、组织协同创新、创新项目过程管理和绩效管理机制以及完善管理制度建设等措施建议,为规范国立农业科研机构科技计划管理、提高科技创新效率、加快实现农业科技高水平自立自强夯实基础。

DISCUSSION ON THE NATIONAL SCIENCE AND TECHNOLOGY PLAN MANAGEMENT OF NATIONAL AGRICULTURAL RESEARCH INSTITUTIONS DURING THE "14TH FIVE-YEAR PLAN"

Abstract:During the "14th Five-Year Plan" period, the national science and technology plan management reform will be advanced continuously. Based on the current status of project management of the National Science and Technology Plan of the Chinese Academy of Agricultural Sciences, this article put forward suggestions for the science and technology management of the National Agricultural Research Institutes, so as to accelerate the realization of high-level self-reliance and self-strengthening of agricultural science and technology. And these suggestions included that: focusing on management policy learning, strengthening research on agricultural issues, making a good reserve of major projects, actively recommending major scientific and technological topics, and serving for project application, organizing collaborative innovation, innovating the mechanisms of project process and performance management, and improving management system construction.
