科研经费管理使用不规范成因分析

近些年来,我国研发投入力度不断加大,科研整体实力不断增强,科研经费管理使用不规范问题日益突出。该文拟结合近期社会上曝光的一些科研经费使用违法违规事件,从科研项目管理体制缺陷、单位内部经费管理缺位、内部和外部监督乏力等3方面总结和分析我国科研经费管理使用不规范的成因,以期为经费使用、管理和监督等相关部门在规范科研经费管理和使用方面提供一些借鉴,从而在科研经费管理方面对症下药,标本兼治,进一步提高我国科研经费管理使用的效率和效益。

ANALYSIS OF THE REASONS FOR THE NON-STANDARD USE OF SCIENTIFIC RESEARCH FUNDS

In recent years, the investment in research and development is increasingly growing in China, which benefits the development of scientific ability and effects. However, the improper use and management of scientific fund is increasingly prominent. Based on some illegal events on abuse of research funding which were exposed publicly recently. This paper summarized and analyzed the factors of non-standard use of scientific research funds from three aspects, such as the defect of management of scientific research projects, the vacancy of internal funds management of the unit and the weakness of the supervision both from internal and external. We provided some reference to the relevant departments on the scientific research funds use, management and supervision in this study, so that those departments can resolve the current problems and eliminate the root causes on scientific research management, and further improve the efficiency of using and management of scientific research funds in China.
