摘    要:
茶业改革和整个经济体制改革一样,经历了10个年头,取得了令人嘱目的成就,茶叶产量、国内消费和出口量都翻了一番。然而,由于各项改革措施的不配套和地区间的不平衡,出现了一些新问题和矛盾,如茶叶流通体制不完善,宏观控制不力,出现了“统”与“放”的矛盾;另外,茶叶生产基础条件差,生产力水平低,出现了国内外需求的不断增长和生产后劲不足的矛盾等等。对此,从战略上考虑,应调动各方面积极性,深化茶业改革,理顺关系,放开搞活,依靠科学,增加投入,强化集约经营,提高经济效益,使中国茶叶生产跃上一个新的台阶。

Reformation and Regeneration of Tea Industry in China
Abstract:
It has been ten years for reform of tea industry in correspondence with the reform of economic system in China, resulting the doubled quantity of production, domestic consumption and export of tea in China.However,several new problems are coming because of the unsystem of reform practices and the unballanced development in tea-producing areas.One of the problems is the contradiction between central control and free-marketing because of the imperfections of tea circulation system and the weakness in the macromanagement. Another problem is that tea productuvity can not match the increased demands of tea both domestically and abroad because of the poor conditions of tea production. The development strategy is suggested as follows:l) to esteblish integrated system of grower-processor-trader of tea; 2) to increase the inputs to tea production and to set up tea production bases; 3)to promote tea productivity by advocating intensive farming; 4) to strengthen tea research and to develop new products; and 5) to esteblish and perfect the extension system of tea technology.
