滇桂黔石漠化区扶贫开发成效研究——以贵州黔东南凯里为例

自20世纪80年代国家大规模实施扶贫开发以来,滇桂黔连片特困地区之一的黔东南凯里市扶贫工作取得了显著成绩,贫困人口逐渐减少,基础设施明显改善,各项社会事业取得了显著成效,贫困村居民收入快速增长.但近十年来,相对于全国,凯里市农村的贫困状况有所恶化.本文通过田野调查,分析了凯里市扶贫开发中存在的问题,并针对这些问题以及扶贫开发进入新阶段后面临的新难点,提出了针对性建议.

A Research on the Poverty Alleviation Effect in Areas Affected by Rocky Desertification around Yunnan,Guangxi and Guizhou: Evidence from Kaili in the Southeast of Guizhou

Since Chinese government launched a nationwide large-scale poverty-relief program in the 1980s, the poverty alleviation implementation in Kaili, which is part of the contiguous destitute areas of Yunan, Guangxi, and Guizhou, has been fruitful, and Kaili has witnessed a drop in population suf- fering from poverty, an improvement of infrastructure, many achievement of social undertakings, and a rapid growth of residents＇ income. But over the recent ten years, the rural poverty of Kaili, compared with the whole country, has deteriorated. On the basis of field research, this paper analyzes the bottle- necks in the poverty reducing implementation of Kaili, and advanced suggestions corresponding to these bottlenecks and other challenges the poverty-relief programs face in a new stage.
