| 摘 要： | 在界定区域耕地保护补偿的基础上,对国内外耕地保护的研究进行了综述。分析了建立区域间的耕地保护补偿机制及促进区域社会、经济的协调可持续发展的理论依据—"俱乐部产品"理论、外部性理论、区域可持续发展理论和财政转移支付理论,并提出为区域耕地保护补偿提供良好的制度环境、进行合理的组织安排和构建区域间多样化的补偿机制等建议。 |

| Abstract: | Based on defining the compensation of regional farmland protection,the researches on the farmland protection at home and abroad were sum up.The theoretical basis for establishing the compensation mechanism of the interregional farmland protection and promoting the harmonious and sustainable development of the regional society and economy was analyzed,including "club goods" theory,the externality theory,the theory of regional sustainable development and the financial transfer payment theory.And some suggestions were put forward,such as providing a good institutional environment,making the reasonable organization arrangement and constructing the diversified regional compensation mechanism for the compensation of regional farmland protection. |
