| 摘 要： | 介绍了城乡社会保障存在城乡二元结构突出、体制建设落后、发展水平不均衡等问题。提出了应以城乡社会救助为基础、社会保险为主体和社会福利服务为补充进行社会保障制度设计,并从体制创新、基金管理、组织领导和需求表达等方面进行制度建设,从而促进城乡社会保障均衡发展。

| Abstract: | Problems existing in urban-rural social security were introduced,such as outstanding dualistic structure,lagging institution construction and uneven development level.The social security system should be designed with social assistant as basis,social insurance as main body and social welfare as supplement,the institution construction should be carried out from institution innovation,fund management,organization and demand expression,which will promoting the balanced development of urban-rural social security. |
