基于城乡一体化战略的新农村建设研究

建设新农村的目标是实现城乡一体化。建设社会主义新农村是党中央作出的一项重大战略决策。从近几年的实践来看,新农村建设还面临许多突出问题:一是人才匮乏,"无人办事"的问题突出;二是资金缺乏,"无钱办事"的问题突出;三是村庄规划不到位,规划不全面和缺乏地域特色的突出问题。为此,必须采取措施加以解决:一是强化"两个建设",解决"无人办事"的问题;二是增加"三个收入",解决"无钱办事"的问题;三是坚持"五大理念",解决村庄规划不到位问题。

The Construction of New Socialism Rural Area Based on the Strategy for Integration of Urban Area and Rural Area

The aim of building new countryside is to realize rural-urban integration.From recent years'experience,we can tell that new countryside construction is facing a lot of problems:first,Lack of talents,there is no proper person to deal with the business Second;Lack of capital,Third,incomplete planning which pays no attention to local characteristic.Five measures are proposed in this article:First,strengthen "Two Constructions" to raise human resource.Second,increase "Three incomes" Third,adhere to five big concepts to better countryside planning.
