| 摘 要： | 指出了由于历史原因,一些原本位于饮用水水源一级保护区内与水源无关的基础设施急需改扩建,建设遇到与现行法律法规相冲突的瓶颈约束。通过合肥至杭州铁路电气化改造工程实例,探讨了此类建设项目解决法律约束问题的办法。

| Abstract: | With the rapid development of economy, some infrastructure which are originally located in drinking source water areas are now urgent to be rebuilt and expanded, but the constructions conflict with the existing laws and regulations. In order to resolve the law obstacles, this paper analyses the railway electrification improvement of Hefei - Hangzhou section, so as to provide references for such construction projects to solve the law obstacles. |
