资源约束背景下兵团棉花目标价格补贴政策实施成效及优化路径研究

自2014年国家率先在新疆棉区实施棉花目标价格补贴试点工作，新疆棉花产业面临了新的机遇和挑战，当前农户面临棉花生产成本过高，收益较低，国外棉花价格的高额补贴，导致国际市场棉价下跌。而国内纺织需求不旺，导致棉花的收购价格十分不稳定。如何应对棉花产业改革发展，保障棉农收益，发挥市场的优势资源配置作用和政府主导作用，促进棉花全产业连上下游融合协调发展，深入推行供给侧结构改革，连续6年度棉花目标价格补贴等政策的实现效果如何，在长期调研的基础上，通过阐述兵团棉花生产情况、布局情况、产出情况，分析兵团棉花目标价格改革中的实施效果，评价试点政策的成效，发现存在的问题，进一步提出优化措施与建议。

Study on the Implementation Effect and Optimization Path of Cotton Target Price Subsidy Policy in Bingtuan under the Background of Resource Constraint

since 2014, when the country took the lead in implementing the pilot work of cotton target price subsidy in Xinjiang cotton region, the cotton industry in Xinjiang has faced new opportunities and challenges. At present, farmers are faced with high cotton production costs and low returns. On the basis of long-term investigation, this paper analyzes the effect of cotton target price reform in bingtuan, evaluates the effect of pilot policy, finds out the existing problems, and puts forward further optimization measures and suggestions.
