中国旱情态势及防控对策

旱灾是威胁工农业生产和人民生活的重大自然灾害之一。中国地域性复杂,旱情变化多样,抗旱减灾工作面临着严峻的挑战。在分析中国旱情发展态势及目前抗旱减灾中存在问题的基础上,从农业抗旱减灾科技支撑对策、推进抗旱减灾实用技术的转化应用、加强抗旱管理能力建设及健全抗旱机制体制、完善防旱抗旱政策法规等方面提出应对中国旱情的防控对策,以期为中国抗旱减灾政策的制订提供相关理论依据。
