| 摘 要： | 广东是临海大省,如何制定好海洋开发政策,充分利用海洋资源,发展海洋经济,是一项长期而重要的课题。该文简析了海洋政策的主要内涵,提出了构建新型海洋政策的重要性,并根据现有海洋政策体系,提出了"三位一体"的海洋政策体系的具体方法及构建思路。

| Abstract: | Guangdong is a big coastal province,how to make a good marine policy,make full use of marine resources,marine economic development,is a long-term and important subject.The main connotation of marine policy was analyzed,the importance of constructing a new marine policy was put forward.According to current marine policy system,the specific method and constructing thoughts of three-in-one marine policy were put forward. |
