| 摘 要： | 肃南县实施退牧还草生态工程三年以来，取得了较为显著的生态、经济和社会效益，促进了畜牧业生产结构、牧区生产和生活方式的改变。但饲料粮补助存在标准偏低、资金下拨滞后、补助方式单一等问题。针对上述问题，提出了以下措施：1）提高饲料粮补助标准；2）适当调整补助方式，补助资金统筹安排；3）加快补助资金的下拔速度；4）加快后续产业的开发。

THE EXISTING PROBLEMS AND ITS COUNTERMEASURES IN FEED GRAIN SUBSIDIES OF THE RETURNDING LAND FOR GRAZING TO PASTURE PROJECT IN SUNAN COUNTY |

| Abstract: | To carry on the returning land for grazing to pasture project during last 3 years, it has made signifi- cantly ecological, economical and social benefits, and promoted the positive changing of the structure of livestock industry, pastoral area productivity and herders＇ living condition. However, the standard of feed grain subsidies is low, allocated funds lag behind and a single subsidy issues. According to the above issues, it is proposed the following measures： （ 1 ） raising feed grain subsidy standards, （2） the appropriate adjustment subsidies and grant funds; （ 3 ） grant funds allocated more efficiency, （4） improving the follow - up industries to solve contradictions of the returning land for grazing to pasture project. |
