培育农民主体地位：乡村环境治理的一个研究视角

改革开放以来,乡村经济快速发展的背后同样面临着乡村生态环境日益恶化。同时传统的自上而下的主导式乡村环境治理模式面临困境,即忽视了乡村农民主体的作用。现阶段只有在乡村环境治理中,积极培育农民的主体地位,并且充分发挥其作用,才能为乡村环境的长效治理提供源源不竭的动力。只有提高农民的环保意识,组建乡村环境组织,制度保护农民的主体地位,发展乡村经济,才能实现"美丽乡村"建设的目标,实现乡村环境的良好治理。

Cultivate the peasant's Subjectivity Status：a Research Perspective of Governance of the Rural En-vironment

Since China's reforming and opening up,rural economy has been growing fast.But the rapid development of economy is in stark contrast with the deterioration of rural environment. At the same time ,the traditional rural en?vironmental management mode in China that dominant government governs the rural environment exists dilemma.It ignores the village peasants' subject role.Now,it only actively cultivates the farmer's subjectivity status and plays their role adequately in rural environment management.It can provide the inexhaustible power flow with long-term governance of rural environment .Enhancing rural peasants' environmental awareness, organizing environmental groups, protecting the peasants' subject status with legal institutions,and developing the rural economy are the way to achieve the goal of"beautiful country"construction and the good governance of the rural environment.
