新疆经济发展及其资源环境协调探讨

作为我国21世纪资源开发的重要场所,新疆资源环境开发利用将对国家社会经济发展起到举足轻重的作用。本文通过分析新疆资源本底特征、人地关系演进状态及发展趋势认为:新疆资源要素赋存状况明显低于全国平均水平,尤其是水资源、森林资源和耕地资源,还不到全国均值水平的20%,组合结构上也存在明显不足;长期的人口增长和经济社会发展已经使新疆目前人地关系协调状态进入了一个全面紧张的阶段,50年来人地压力增长了8倍。未来发展的分析结果表明,资源优势的继续发挥将使新疆的人地关系的演进进入一个更为紧张的阶段,预计在未来30年之内,新疆人地关系的紧张状态要较目前增加将近2倍。为了使新疆社会经济得到持续稳定的发展,区域发展政策应当做出相应调整。

Economic Development of Xinjiang and Its Resources and Environment Base

As the most important resources base of China in the 21^st century, the resources and environment exploitation of Xinjiang would play an important role in the economic development of China. In this paper, resources and environment assessment formula were introduced and five fundamental elements were selected to estimate the resources and environment and man-land relationship state of Xinjiang. Results indicated that resources and environment indicators were more lower than that of China; long-time population increase and economic development had made the man-land relationship to be a complete tense state, man-land relationship of Xinjiang had increased 8 times and it would increase 2 times than now in the incoming 30 years. In order to have a sustainable and steady development, some regional policies should have an adjustment.
