| 摘 要： | "三北"防护林工程1978～2006年的建设使得山西吕梁市新造林地面积快速增加,形成了较完善的农田防护林体系,培育了干果经济产业,培养了一批亮点示范工程.资金投入实行了3个结合,工程建设实现了"四大"转变、"三大"突破.工程建设取得良好成果的经验是领导高度重视、资金投入到位、工程规范管理.并提出了存在的问题和建议.

| Abstract: | The construction of "Three North" shelter forest engineering since 1978~2006 made the new afforested area speed up rapidly, form comparative improved field shelter networks, develop dry-fruit economic industry and cultivate a set of demonstration projects in Lvliang city of Shangxi. As a result, the engineering construction has realized four great transformations and three breakthroughs, and fund input by three combinations. The experiences of the achievement highlight high awareness, fund input in position and standardized project management. The paper also points out the existing problems and suggestions. |
