| 摘 要： | 对于农村建设项目，建设方通常都要经过前期策划和可行性研究，经主管部门许可立项后，
通过项目设计招标来确定承揽设计任务的设计方；在项目设计的过程中，还需要通过初步设计方案和
施工图的审批，再经由施工招标、施工建设、施工验收等一系列的过程，才能够最终实现目标。
