| 摘 要： | 以门头沟为例,在水生态服务功能理论基础上,进行门头沟煤矿采空区水生态补偿研究。阐述了水生态补偿的必要性,提出了基于水生态服务功能的水生态补偿理论,通过效益—代价分析,得出煤矿开采在带来经济效益的同时付出了很大的生态效益为代价,对这些代价要予以补偿。指出水生态补偿不仅要有费用形式的经济补偿,还要有生态服务功能的补偿,才能确保水生态服务功能水平的恢复和可持续利用,同时还要有相应的政策补偿,出台相应的补偿政策,健全完善的生态补偿机制,加强相关的法律建设,使生态补偿行之有效、发挥作用。
