| 摘 要： | 城乡建设用地增减挂钩对于集约节约利用建设用地、促进城乡统筹发展、合理布局建设用地等具有重要意义。为使该项工作更加科学合理地运行和发挥其作用,通过从政策制度、整理潜力分析、土地整理模式等方面对其进行总结研究,并结合城乡建设用地增减挂钩在实际实施中存在的问题,提出了相应的对策和建议,以促进增减挂钩工作的合理开展。

| Abstract: | Increase and decrease connection of urban and rural construction land had great significance on intensively and economically utilizing construction land,balancing the urban and rural development,and reasonably distributing the construction land.In order to make this work more scientific and reasonable,and exert its effect,this paper summarized and studied this work from the aspects of policy system,land consolidation potential and land consolidation pattern,and put forward the relevant views and suggestions for promoting the development of the increase and decrease connection of urban and rural construction land according to the existent problems in its implementation. |
