中国农村居民储蓄高增长及其经济效应分析

农村居民坚挺的储蓄心态对农村经济甚至整个国民经济的发展带来了不良的影响。从分析农村居民储蓄高增长的现状出发,指出了农村居民储蓄高增长对消费的影响效应、对农村经济发展的抑制效应和对农村金融机构运作风险的增长效应,并就此提出了完善农业保险与农村社会保障制度,加快户籍管理改革进程,推动农村资本市场发展以及制定合理的农村居民消费引导政策等四个方面的建议,以期达到抑制农村居民储蓄持续增长的态势。

Study on Chinese Rural Residents' Increasing Amounts of Saving and Its Economy Effect

Chinese rural residents'' strong saving attitudes have bad effect on the rural economy and the whole national economy. Based on the situation of the rural residents'' increasing amounts of saving, the paper analyzes the economy effect, including the influence effect, the suppression effect and the growth effect. Four proposals of restraining the increasing amounts of saving are put forward to: perfecting the agricultural insurance and rural social security, fastening the reform of household registration management, promoting the development of rural capital market and establishing the institution to lead rural residents'' consumption.
