国外粮食安全保障机制及其对中国的启示

分别对粮食出口国(如美国、加拿大、澳大利亚、欧盟)和粮食进口国(如日本、印度)的粮食安全状况及保障系统的运作机制和模式进行了概述．并提出对中国粮食安全保障系统建设的一些启示,主要包括:(1)健全粮食价格保护政策;(2)保护和提高粮食综合生产能力;(3)建立高效的粮食储备机制;(4)加强粮食国际贸易;(5)建立粮食安全顸警系统。

Grain Security Status and Its Safeguard Mechanism of Some countries and the Related Revelations

The grain security status and its safeguard mechanism were discussed regarding two kinds of countries including grain-export countries such as the USA, Canada, Australia and EU, and grain-import countries such as Japan and India. And some revelations on the construction of grain security system were proposed for China,including: (1) to consummate and promote the policies of grain price protection; (2) to protect and improve the comprehensive grain productivity; (3) to establish high efficient grain reserve system; (4) to enhance grain international trade relationships; (5) to set up the prediction system of grain security.
