西北监测区“十二五”森林采伐限额管理现状及问题分析

根据7个典型县抽样调查结果,对“十二五”期间西北监测区(山西、重庆、陕西、甘肃、青海、新疆自治区)森林采伐限额管理检查情况及存在问题进行了分析,发证质量总体较高,平均发证合格率85.2%;伐区凭证采伐管理较好,伐区凭证采伐率均高于85.0%;超证采伐区数量少、采伐量小,超证伐区数比例平均为5.9%,超证采伐量比例为1.8%;限额采伐制度执行较好,未发生超限额采伐。在管理过程中存在采伐证发证不规范、超证采伐、无证采伐、发证率较低等问题,应采取建设电子发证平台,提高信息化发证水平,强化森林资源保护管理,持续坚持森林采伐限额制度等措施。

Current Situation and Problems of Forest Cutting Quota Management in Northwest Monitoring Area during the 12th Five-Year Plan

According to the work plan of National Forestry and Grassland Administration and Northwest Institute of Forest Inventory,Planning and Design,7 typical counties from 6 provinces like Shanxi,Chongqing,Shaanxi,Gansu,Qinghai and Xinjiang Autonomous Region were sampled to check the situation of forest cutting quota management every year.The result showed that eligible issue of cutting certificates is higher,reaching 85.2%.Over 85%of cutting area is well management based on certificates requirement,with a little of cases to be surpassing the quota,only 5.9%of area in that case,extra cutting volume about 1.8%.The main problems existed are issue of certificates not well regulated,cutting without cutting certificate,overcutting and lower rate of certificates issued.Advices like establishment of electronic platform for issue of certificates,improvement of information,strengthening forest resources management and being stick to cutting quota were put forward.
