两种用地分类标准协调下对市域绿地分类的思考

从分类方法、原则与具体分类等方面分析现行国家标准《土地利用现状分类GB/T21010-2007》与《城市用地分类与规划建设用地标准GB50137-2011》在实践中的协调性和引导性,尝试提出与2种用地分类相协调的市域绿地分类;认为分类以主导功能为依据、生态功能优先为原则,充分对接2个国家标准,具体分类应体现城乡一体化格局、尊重用地权属、协调各部门管理职能、层级体系化与协调化等原则;最后提出4个一级类与21个二级类的分类体系。

Classification of City Green Spaces Consistent with Two Landuse Classification Standards

The paper analyzed the coordination and guidance role of two national standard,i. e.,Current Land Use Classification and Standard for Urban Land Use Classification and Development Land Planning,in terms of classification method,principle and content. Based on the analysis,the classification of urban green spaces was proposed,which is consistent with two landuse classification. It is thought that the classification should be fully coupled with the above 2 standards with dominant function as the basis and ecological function prioritization as the principle,and the detailed classification should reflect the principles such as urban-rural integration pattern,respect of land tenure,coordination of administration responsibility of different departments,hierarchical systematization and coordination. At the end,a classification system was proposed including 4 first classes and 21 sub-classes.
