科学事业单位公务卡改革存在的问题及建议

公务卡制度改革是加强公共财政管理、进一步深化国库集中支付改革的需要，是推进政府管理科学化、精细化的必然要求。但由于本身的局限性，在推行过程中也暴露出用卡观念需要提高、用卡环境需要改善等问题。结合自身工作实践，剖析科学事业单位公务卡制度执行过程中存在的问题，并提出相应得改进建议。
