试论保护区及其周边社区的可持续发展

该文针对我国保护区的发展与管理现状研究了保护区与周边社区的可持续发展,特别是保护区为社区服务、带动当地经济发展等方面问题.通过实地调研和相关资料的收集,结合国内外有关保护区的定义、功能、分类、动态管理及对可持续发展的研究和认识,论述了我国自然保护区与周边社区实现经济、环境、社会、文化可持续发展的辨证关系,提出了我国保护区实现可持续发展中存在的问题,这些问题表现在保护区与周边社区的关系、保护区有效管理和对可持续发展的认识等.并且针对上述问题提出了解决的途径:包括处理保护区与周边社区关系的CIFM方式、加强保护区的分类与分级动态管理.同时在对保护区与社区的可持续发展方面,提出在目前条件下解决贫困和发展经济是关键.

Sustainable development of the protected areas and local communities.

This paper mainly studies the sustainable development of the protected areas and local communities in China, especially the function of the protected areas in accelerating the economy development of local communities. Combined with the definition, function, category and dynamic management of the reserves, the paper discusses the dialectic relationships among economy, environment, society and culture in the protected areas and their local communities according to the actuality of the protected areas by the field investigation and literature collection; and analyzes the problems in the management and development of the protected areas, which includ the relationship between protected area and local community, management and understanding to sustainable development. Moreover, the paper puts forward the solution ways inclading introducing CIFM to deal with relation between protected area and local community, enhancing the dynamic classification management.
