川中丘陵地区农村剩余劳动力转移对社会经济发展的影响

在分析川中丘陵地区农村经济与剩余劳动力现状的基础上,根据大英县抽样调查资料分析了川中丘陵地区农村剩余劳动力转移的特点及其对社会经济的影响。结果表明,该县转移的农村剩余劳动力以初中文化为主,外出务工多选择东部经济发达地区和西部中心城市,绝大多数以初级劳务型工作为主,文化程度和转移地点对务工年收入有较为明显的影响。农村剩余劳动力转移已成为当地农村家庭收入的主要来源;农村剩余劳动力转移的出发点不规范及转移秩序混乱影响了当地农业发展;农村剩余劳动力转移给输出地带来较多社会问题。针对该区农村剩余劳动力转移存在的问题,提出了相应的对策:发展乡镇企业、高效农业和第三产业等措施消化和吸收部分农村剩余劳动力;加强管理,搞好农村剩余劳动力转移的服务和制度建设。

Influences of Migration of Rural Workforce on Economic Development in the Hilly Area of Central Sichuan Basin

Based on the analysis of rural economy and rural workforce,taking Daying county as a case,according to the investigation data,the characteristics and the influences of migration of rural workforce on social and economic development in Hilly Area of Central Sichuan Basin were discussed.The result showed that in the area most migration rural surplus workforce had accepted education of junior middle school,selected developed area in the eastern provinces and central cities in western area,most of them were engaged in ordinary primary service trades.Educational level and migration place occupation had obvious influence on annual income.Income of migration rural surplus workforce had become the main source of rural family income.Migration objective and order of rural surplus workforce were confusion and had affected local agriculture development.Migration of rural surplus workforce resulted in a series of local social problems.According to the present problems of rural workforce migration in the region,the corresponding countermeasures were put forward,such as developing town and township enterprises,agriculture with high benefit,and tertiary industries for absorbing and resolving the rural surplus workforce,enhancing management to make a good job of service and rules and regulation establishment of rural surplus workforce migration.
