甘肃省县域社会发展水平的综合评价与分析

县域社会是县域社会经济系统的重要组成部分,它的快速发展对于社会经济的健康、协调发展,全面小康社会的早日实现都具有重要意义。本文在构建出甘肃县域社会发展评价指标体系的基础上,运用主成分分析法,对甘肃 67 个县的社会经济发展水平进行了定量测度和排序。比较甘肃县域社会和经济发展综合评价得分,可以看出,县域经济发展水平的高低在相当大的程度上决定着社会发展水平;甘肃县域之间社会经济发展水平存在较大差距,而且这种差距很可能由于经济等基础条件的差异不断拉大;县域社会发展是经济、人口、教育科学、文化卫生等因素全面联动发展的系统工程。通过对评价结果的分析得出:甘肃县域社会发展水平的提高有赖于经济快速发展的强有力支撑、人口数量的有效控制和人口素质的大力提高以及科学教育、文化卫生、交通运输等事业的全面改善。同时,应密切注意并防范县域之间发展差距的继续拉大。

Component analysis on social development level of counties in Gansu province

County society is an important section of county economic and social system. Its development plays an important part in the well and harmonious development of total economy and society. Moreover, it will contribute much to the all-round well-off society. The social development is concrete show of result of economic development and civilization advancement in social realm. On the basis of designing evaluation index system about county social development in Gansu province, this paper puts a quantitative analysis to 67 counties of Gansu on social development level and rank it. Comparing between the score of county social and economic development of Gansu, the following facts are found that level of county economic development had a significant role in county social development. There was a relatively large gap among county social and economic development, and the gap will increase in the future because of the difference among county basic condition. The social development is a systematic project involving comprehensive development of economy, population, education, science and health care. On the basis of analyzing the evaluated result, this paper drew the following conclusion, In order to improve the level county social development of Gansu, the foundation of economic development should be greatly reinforced, the scale of population should be effectively controlled and human capital should be greatly improved. In addition, the condition of education and science, culture and health care, transportation should be promoted.
