| 摘 要： | 以临洮县洮阳镇为例,运用意愿调查法就退耕还林生态环境价值进行了评估,结果表明:当地居民对退耕还林产生的生态价值,其支付意愿远远小于受偿意愿,其原因主要是农民更加注重个人利益、对政府不够信任,并提出国家和政府部门应当建立生态补偿机制、加大退耕还林的投入、调整优化农村产业结构、以调动农民退耕还林的积极性,以利于当地生态环境质量的提高. |

| Abstract: | Contingent valuation method(CVM) was used to assess the ecological value of returning cultivated to forests by Taoyang town of Lintao county,Gansu province.The results show that willingness to pay(WTP) of the local farmers' is less than their willingness to accept(WTA).The main reason is the local farmers believe in government incompletely and lay stress on their actual benefit.And suggestions are put forward that nation and government should build ecological compensation mechanism and increase investment of returning cultivated to forests program and adjust and optimize countryside industry structure to arousing the local farmers enthusiasm and benefiting to enhancing the local ecological environment quality. |
